Q. "Can we promote an employee to a newly created position without giving others a chance to apply?"

Answer:

In most states, you don’t need to post an open position for all employees to see, but if your company has a policy or practice of posting internally, be consistent.

We do find that posting new positions internally is generally worth the extra work. It demonstrates transparency and increases the likelihood of finding the best candidate.

The employee you had in mind might not be the best person for the job or interested in the position. Circumstances could change making a wider applicant pool an advantage. Posting internally also helps keep a pulse on the internal talent pool and see who is interested in cross training or promotional opportunities.
